Exemption from criterion – V34.H2.A – Endocrine disrupting

There is a possibility to apply to exempt substance according to Step C, this methodology is described in detail in the criteria document.
Clarification regarding the exceptions
The exemptions are limited for up to three years with the possibility of extension, and can be reconsidered during the period if conflicting scientific data is presented.
Step C quality control is limited to evaluating that the supplier has sufficient scientific evidence to support an exemption according to BASTA's methodology, and should therefore not be interpreted as an assessment of whether or not the substance has endocrine-disrupting properties.
Substances approved for exemption are permitted for use in products registered in the BASTA system according to criterion V34.H2.A.
Presence of substances according to the exception inV34. H2.A must be reported according to criterion V34.H2.C where the substance's name, CAS number and concentration (weight%) must be stated.

Apply for exemption
To apply for an exemption, the following documents must be produced:
- A summary that clarifies the substance, CAS number, which construction products the substance is included in and reasons why the substance should not be considered endocrine disruptor. BASTAonline reserves the right to publish this summary on BASTA's website
- A justification that addresses all the arguments why the subject is included on one or more of the lists under Step A and B and why these arguments are considered incorrect
- Scientific basis, including references to literature studies and tests, when reference is made to studies
The document must be sent to: BASTAonline AB, Box 210 60, 100 31 Stockholm or via e-mail to bastaonline@ivl.se.
BASTAonline engages expert support for evaluation of the documentation, and the cost of the evaluation is paid by the applicant - BASTAonline provides price information upon request. When enquiring, the substance (CAS number and chemical name), which construction products the substance is part of, as well as the organization number and billing address must be stated.
BASTAonline's reviewers may, if necessary, require completion and clarification of the documentation in order to be able to evaluate the documentation.
In the event of a positive assessment, i.e. the reviewer approves the applicant's arguments, the subject can be used in articles registered in the BASTA system. However, these subjects must be reported according to criterion H2.B. This means that name, CAS number and content must be entered and made publicly searchable.
If the submitted documentation is deemed insufficient, the endocrine disrupting criterion is not met if the content is equal to or exceeds 0.1% in accordance with the criteria of the BASTA system.
Methodology – Assessment of hormone-disrupting substances
The methodology for assessing endocrine disruptors in the BASTA system is based on a methodology described in the report "Guidance document for handling criteria for endocrine disruptors in the construction industry", which was developed with the help of the IVL Swedish Environmental Institute and representatives from the construction industry.
